The Council of the Bank is the supreme management body of the Bank, carrying out the general management of its activity. 

Each member state of the Bank names one senior representative and one deputy to the Council, who become its members.

The Council’s current members are:

• Viktor Khristenko, Minister of Industry and Trade of the Russian Federation
• Dmitry Pankin, Deputy Minister of Finance of the Russian Federation
• Bolat Zhamishev, Minister of Finance of the Republic of Kazakhstan
• Albert Rau, First Vice Minister of Industry and New Technology of the Republic of Kazakhstan
• Armen Movsisyan, Minister of Energy and Natural Resources of the Republic of Armenia
• Iosif Isayan, Deputy Minister of Energy and Natural Resources of the Republic of Armenia
• Safarali Nadjimiddinov, Minister of Finance of the Republic of Tajikistan

• Amondjon Eshonkulov, First Deputy of the Chairman of the State Committee on Investments and Management of State Property of the Republic of Tajikistan
