Igor Finogenov Chairman of the Executive Board of the EDB

Graduated from Leningrad Shipbuilding Institute, USSR Academy of Foreign Trade, York University (Canada), Harvard University. From 2000-2005 was President and Chairman of the Executive Board of NOMOS-BANK. In 2005, he was appointed Assistant to the Minister of Finance of the Russian Federation. On June 16, 2006 he was appointed Chairman of the Executive Board of the EDB.

Kambar Shalgimbayev Deputy Chairman of the Executive Board, Managing Director (Projects)

Graduated from the Voznesensky Finance and Economics Institute in Leningrad, PhD in Economics. From 1999-2001, he was the deputy akim of the Mangistau oblast of the Republic of Kazakhstan. In 2002, he was the Director of Economics and Finance for Kazakh national company, KazMunaiGaz. From 2002-2006, he was president of AO «Kazakhstan Development Bank.» In December 2007 he joined the EDB and on February 4, 2008 was appointed Deputy Chairman of the Executive Board.

Viktor Bolyasnikov Deputy Chairman of the Executive Board, Managing Director (Administration)

Graduated from MGIMO of the USSR MFA. From 2001-2004 he worked as Advisor to the Deputy Head of the Government, Minister of Finance of the RF. From 2004 to 2006, he was Deputy Director of Department in the Ministry of Finance of the RF. Counselor of State of the Russian Federation, 2nd degree. On June 16, 2006 he was appointed Deputy Chairman of the Executive Board of the EDB.

Eugene Prilepsky Deputy Chairman of the Executive Board, Managing Director (Investments)

Graduated from the School of Physics of Moscow State University, Harvard Business School. Holds an ÌÂÀ degree. From 1998-2000 he was Deputy Head of the Transition Markets Division in charge of Structured Finance at Merrill Lynch International. From 2000-2002 he was owner and partner in Finsbury Partners venture fund in London. From 2002 to 2007 worked at the EBRD. On April 1, 2007 he was appointed Deputy Chairman of the Executive Board of the EDB.

Nikita Tolstikov Deputy Chairman of the Executive Board, Managing Director (International Affairs)

Graduated from MGIMO of the USSR MFA. From 1997, he worked in the Foreign Policy Department of the President of the Russian Federation. He worked as Counselor, Deputy Chief, Chief of Unit for Interactions with CIS Entities, and Head of the Operations Information Department. Counselor of State of the Russian federation, 1st degree. On June 16, 2006 he was appointed Deputy Chairman of the Executive Board of the EDB.

Marat Djaukenov Deputy Chairman of the Executive Board, CFO

Graduated from the Kazakh State Academy of Management. From 1994-1997 he worked in the National Bank of Kazakhstan. From 1997-1998 he was the Director of the Accounting Department and Affiliate Management for Bank TuranAlem. From 1998 to 2007 he worked in HSBC Kazakhstan initially as Financial Controller and Chief Accountant and from 2003 as Deputy Chairman of the Board. In April 2007 he began working in EDB as CFO and on August 2, 2007 was appointed as a Deputy Chairman of the Executive Board.

Dmitry Krasilnikov Member of the Executive Board, Head of Corporate Finance and Financial Institutions

Graduated from the State Finance Academy and received an MBA from Cornell University (USA). From 2001-2003 he worked at Schroder Salomon Smith Barney investment bank. From 2003-2005 he was Vice President of ING Bank (Eurasia), and from 2005-2006, Managing Partner of Taiga Capital. On June 16, 2006 he was appointed Member of the Executive Board of the EDB, Head of Corporate Finance and Financial Institutions.

Vladimir Yasinsky Member of the Executive Board, Head of Research

Graduated from Moscow State University and completed postgraduate studies at the Institute of Economics of the USSR Academy of Sciences. From 1982 — 1989 he taught in the School of Political Economy of the People’s Friendship University. From 2002 he was Deputy Director of the representative office of OAO Gazprom in the PRC. On June 16, 2006 he was appointed Member of the Executive Board of the EDB, Head of Research.

Dmitry Gavrilin Member of the Executive Board, Head of Legal Department

Graduated from Kaliningrad State University, Hamburg University, and Harvard’s Kennedy School of Government. He was awarded a Ph.D. in public international law in 2002. From 1999-2000 he worked as a lawyer with the Moscow office of the law firm Freshfields Bruckhaus Deringer and from 2000 to 2002 - as associate with the Moscow office of Haarmann Hemmelrath, an international law firm. In 2003 he worked as a short term consultant to IFC. In 2004-2005 he was a lawyer with the Office of the General Counsel at EBRD (London). In June 2006 he became Head of the Legal Department at EDB. In December 2007, he was appointed Member of the Executive Board of the EDB.

Sergey ElaginMember of the Executive Board, Director of Treasury

Graduated from astronautics faculty of Moscow State Aviation Institute, Moscow International Business School Mirbis. Holds an MBA degree. From 1994 has been working in the financial market. In 1994-1997 he worked as deputy director general and director general of Finance Investment Company AlmazZoloto. In 1997-2004 he worked in a number of Russian banks as head of securities and financial markets department, CFO and head of a branch. In 2004-2006 he worked as head of department on liquidity regulation and analysis of market risks of Nomos-Bank Treasury. From 2006 to present he has been working as Director of Treasury of the EDB. On January 15, 2010 by the decision of the Bank’s Council he was appointed Member of the Executive Board of the EDB.
