Project selection cycle

Submitting proposals

Preliminary selection of projects will be carried out by the Technical Assistance Department based on submitted proposals. Successful applicants selected for phase two will be invited to submit full bids, which must be prepared in accordance with the following requirements.

  • Application for project financing by the EDB Technical Assistance Fund
  • Project concept
  • Terms of reference
  • Agreement with the Donor on project financing (if necessary)

A preliminary project estimate must be attached to the terms of reference.

Making a decision on project financing

The Technical Assistance Department will approve your proposal or return it to you so that you bring remedy to shortcomings.

If your proposal is approved by the Technical Assistance Department, you will be prompted to submit to the Managing Committee of the Fund a full project proposal along with a package of all necessary documents.

The Managing Committee will consider the proposed project in detail and draft its opinion; if the opinion is positive, the bid will be forwarded to the Management Board of the Bank for consideration and approval.

A final decision on the project and the terms and procedure of financing by the Fund will be made by the Management Board.

After consideration and final approval of the project by the Management Board, the Technical Assistance Department will make sure that a financing agreement is made with a contractor in compliance with the terms indicated in the approval by the Management Board. It is expected that a contractor will be selected on a competitive basis, with due regard for the complexity and cost of the project.

Project monitoring and implementation

The Technical Assistance Department monitors the Fund’s projects on a regular basis. Monitoring and reporting procedures are all described in agreements with respective project contractors.
