FIs

The Bank partners with the leading commercial banks in its member states, and also continues to expand its correspondent relationships with the leading global commercial banks.

The Bank has signed a framework agreement with Deutsche Bank and a Memorandum of Cooperation with the Japanese Bank for International Cooperation and will continue to expand cooperation with the leading financial institutions in the sphere of trade financing.

As a development bank, the EDB also considers the allocation of lines of SME financing to commercial banks, primarily in Russia and in Kazakhstan.

EDB offers financial institutions and corporte clients services in syndicated financing. In order to provide syndicated credit, the Bank utilizes different structures and currency deals, operating successfully in both Russia and the international capital markets, securing Russian and Kazakh investors, as well as financial resources from Western and Eastern Europe, Asia and the Near East.

Within the framework of the Bank’s Concept for the creation of and participation in direct investment funds, the Bank will try to establish systemic elements of a national industry for direct investment in Russia, Kazakhstan and other member states of the Bank, as well as the formation of a favorable economic and legal environment to support its subsequent development.

IFIs

Cooperation with IFIs is a necessary condition for the achievement of the strategic objectives and goals set for the Bank.

Being a new IFI, the Bank will build effective mechanisms of interaction and exchange of information with IFIs, study, adapt, and use the best banking practices adopted by other IFIs, as well as avoid mistakes which have been made by other IFIs during their development and further operations.

Cooperation in the area of information exchange with the World Bank Group, EBRD, and ADB will have a certain positive effect on the development of internal policies and regulations of the Bank. Expansion of cooperation with IFIs in sharing experiences is possible through the attraction of and/or joint technical assistance projects, for example for the purposes of the enhancement of treasury activities of the Bank. Cooperation is a key way to enhance research and consulting, the exchange of materials, participation in joint working groups and research programs. A continuous exchange of information with IFIs in the area of the application of best banking practices is necessary to enhance the effectiveness of the Bank’s operations and its conversion to a recognized regional development and integration bank.

With the view to increasing its significance as a catalyst for the mobilization of financial resources the Bank views IFIs as partners, whose contributions are important for the sustainable economic growth and development of market economies of the member states of the Bank. In this regard, cooperation can be twofold: the Bank intends to invite IFIs to finance large projects initiated by the Bank or participate in financing of projects initiated by other IFIs.

Taking into account the comparative advantages of the Bank (deeper knowledge of local markets, support of the Bank’s participants), we can expect that cooperation in the above directions will be rather active. On the other hand, taking into account the specifics of the funding base of the Bank (funds are raised at market rates taking into account the ratings and the financial position of the Bank), it is more likely that there is a larger opportunity for the development of cooperation with IFIs in financing of private sector projects. Therefore, specific attention should be given to cooperation with those IFIs that can participate in the financing of private sector projects (IFC, EBRD, AsDB, etc.). The Bank plans to exchange information with IFIs concerning projects in the pipeline with the view to studying opportunities for potential cooperation, as well as studying possibilities for the creation of private equity funds with the participation of other IFIs.

It is expected that the first step in the process of the development of cooperation with IFIs will include the signing of framework memoranda of cooperation that will cover the aforementioned spheres of cooperation. Moreover, the Bank believes that is important to establish and maintain business contacts by organizing frequent meetings between employees of the Bank and representatives of IFIs.
