EDB Receives First-Time Ag Long-Term Credit Rating from Hong Kong-Based CCXAP Rating Agency with Stable Outlook

Hong Kong-based China Chengxin (Asia Pacific) Credit Ratings Company Limited (“CCXAP”) has assigned a first-time long-term credit rating of Ag to Eurasian Development Bank (“EDB” or the “Bank”), with stable outlook.
According to CCXAP, the Ag long-term credit rating of EDB reflects its (1) high strategic position as the leading multilateral development bank in the region; (2) clear business strategy and prudent risk management; and (3) strong capital structure and sufficient liquidity resources.
CCXAP notes that EDB benefits from a clear governance structure and well-defined strategic positioning, enabling it to effectively achieve its established objectives. The Bank also maintains a robust risk management framework, a prudent risk appetite, and a consistent track record of meeting its prescribed internal targets.
In CCXAP’s view, the Bank has a strong capital structure, with usable equity providing high coverage of risk-weighted assets. Benefiting from the profit accumulation and the capital injections resulting from the accession of new member states, the Bank’s usable equity has grown steadily in recent years. As of end-2025, the coverage ratio of usable equity to risk-weighted assets stood at a robust 42.3%, according to CCXAP calculation. In addition, the Bank’s callable capital in the amount of USD6.3 billion indicates strong contractual support from shareholders.
The assigned rating also incorporates CCXAP’s assumption of high likelihood of receiving extraordinary support from the member countries given EDB’s (1) important policy role in regional economic and trade development; (2) large stake owned by founding member countries; and (3) good track record of contractual support, along with strong prospects for support following the accession of new member states. At the same time, given the Bank's fundamental strength rating is higher than the weighted median rating of its shareholders, the member states’ support has limited effect on the Bank's final credit rating.
The stable outlook on EDB’s rating reflects CCXAP’s expectation that the Bank will sustain its leading regional position and solid financial profile. CCXAP also forecasts that the operating environment and the creditworthiness of major member countries will remain stable in the next 12 to 18 months.
The assigned credit rating from CCXAP will facilitate the development of EDB’s operations in Asian capital markets, including Hong Kong.
