Kyrgyzstan’s PPP portfolio exceeds $4.6 billion: EDB and partners present the country’s first PPP review

Bosteri, Issyk-Kul Region, August 14, 2026. — The Eurasian Development Bank (EDB), together with the Kyrgyzstan PPP Center and the Kyrgyz-Russian (Slavic) University, has presented the country’s first PPP review, “Development of PPPs in the Kyrgyz Republic: Experience Gained, Lessons Learned, and the Architecture of the Future.” The report provides a comprehensive analysis of the country’s public-private partnership market, which has grown from 3 to more than 90 projects since 2017, with total investment exceeding KGS 450 billion (approximately $4.6 billion).

Key portfolio highlights:

  • Leader by investment volume: 81.6% of all private investment under PPP projects is concentrated in the transport sector.

  • Leader by number of projects: Agriculture accounts for the largest number of PPP projects.

  • “Small” PPP projects: 57% of all projects are classified as “small,” with investment volumes of up to KGS 100 million, enabling small and medium-sized businesses to participate in infrastructure development.

  • Geographic distribution: More than 30% of projects are concentrated in Bishkek.

  • PPP development programme completed ahead of schedule: The target of signing 52 PPP agreements for 2022–2026 was exceeded by 129%, with 67 agreements signed.

About the report:

The joint country review is the first comprehensive analytical report assessing the state of Kyrgyzstan’s PPP project portfolio and the maturity of its PPP environment. It brings together data on PPP projects across all stages of their lifecycle, available PPP financing instruments, and a procedural checklist for launching PPP projects.

For investors and lenders, it provides an opportunity to assess the PPP market more quickly, identify promising projects, and understand the terms and conditions for participating in them. For public authorities, it highlights areas for growth — what can be improved in the regulatory framework and institutions, where efficiency gains can be unlocked, and how to put them into practice. For the EDB, country PPP reviews are part of our systematic work to build a mature PPP environment and turn project potential into high-quality portfolios.”

The Kyrgyzstan PPP portfolio is demonstrating strong growth not only in terms of the number of projects, but also in the scale and quality of the initiatives being implemented. A total of 71 projects are currently under implementation. Key initiatives include the construction of the Kelechek toll tunnel, with an investment volume of $640 million, the Uzgen bypass road ($29.7 million), and solar power plants with a total capacity of 300 MW ($220 million).

“The number of PPP projects in Kyrgyzstan continues to grow steadily, with more than 90 projects currently representing a total investment volume of over KGS 450 billion. The existing PPP regulatory framework enables both large-scale and small projects to be implemented. The institutional PPP environment has reached a qualitatively new level, with the development of multilateral partnerships, with the EDB as a key partner.”

In the healthcare sector, one of the first PPP projects for the provision of hemodialysis services, implemented in partnership with Fresenius Medical Care, was shortlisted for the international Partnerships Awards in 2018.

The current institutional framework for PPPs in Kyrgyzstan includes the authorized bodies, the Project Preparation Financing Fund, and the Business and Investment Development Council. In 2025, amendments were introduced to the legislation to simplify the initiation and project award procedures for PPPs, particularly for small-scale PPP projects.

Representatives of the National Investment Agency under the President of the Kyrgyz Republic, the PPP Center, Eldik Bank, the Kyrgyz-Russian (Slavic) University, and international financial institutions took part in the presentation of the Review.
